Ankle tag theory
So we all know that Lucia at some point during the story has an ankle tag on. We also know that she spends some time in prison during the game. My theory is that we will play as Lucia during the opening of the game, but instead of the more linear prologues we are used to like in GTA V and RDR2 it will be set in a restricted (via the ankle tag) open world area of Vice City. We will do some missions as Lucia where she will meet Jason and things will inevitably go wrong. She will get busted, most likely due to the ankle tag and get sent to jail.
