Jason and Lucia are in this room - here’s how I know
This very short clip we got in one of the GTA VI trailers is shown as a cinematic cutscene, and from this angle, neither Jason nor Lucia are visible. Mendez is the only face we see, and he says to presumably another officer, “Us cops have to stick together.” Taken completely out of context, this snippet has nothing to do with Jason or Lucia, so you could assume they simply aren’t there.
